ITC face parte din Institutul Național de Cercetare-Dezvoltare pentru Optoelectronică - INOE 2000 www.inoe.ro din anul 1996.
Departamentul dezvolta cercetari ca: studiu al interacțiunii specifice dintre radiațiile optice și materie, modelarea sistemelor dinamice neliniare și analiza soluțiilor rezultate cu evidențierea comportamentului haotic, construirea și dezvoltarea dispozitivelor cu laser și fibră optică pentru aplicații în industrie, medicină, inginerie civilă, mediu, apărare și spațiu, dezvoltarea de noi structuri pentru componente optoelectronice bazate pe ochelari de calcogenură, dezvoltarea metodelor destinate testării și controlului calității vieții, dezvoltarea instrumentelor analitice și a metodelor concepute pentru testarea și controlul unor factori de mediu și elaborarea metodelor bazate pe optoelectronică tehnici pentru medicină și inginerie civilă.
Departamentul Inginerie Constructiva si Tehnologica, Laseri si Comunicatii prin Fibra Optica are ca obiectiv principal încorporarea laserilor, echipamentelor optice, amplificatoarelor optice în sisteme integrate, cu aplicații în industrie, evaluarea mediului, medicină (echipament medical pentru chirurgie oftalmică, stereomicroscoape cu laser, echipamente de prelevare de sânge cu laser, tomografie optică), telecomunicații, agricultură, apărare , spațiu, sondaj privind frontierele țării etc.
Echipa a fost construita pentru a crea un grup dinamic capabil să activeze în cercetarea fundamentală și aplicativă privind ingineria constructivă și tehnologică a tehnicilor optoelectronice avansate și dezvoltarea instrumentelor analitice și a metodelor de analiză pentru aplicații de mediu, inginerie civilă, spațiu și sănătate, cu scopul principal îmbunătățirea calității vieții în toate formele sale.
Dr. Eng. DAN SAVASTRU (masculin)
este inginer, absolvent al Universității Politehnice din București, Facultatea de Inginerie Tehnologică a Mașinilor, specializarea Optică, Lasere, Inginerie Tehnologică a Mașinilor, în iulie 1981. Coordonatorul departamentului Inginerie Constructiva si Tehnologica, Laseri si Comunicatii prin Fibra Optica and has a large expertise in laser engineering and physics and is an acknowledged expert in the fields of optical and laser based sensing. He published more than 200 papers in journals indexed in ISI Web of Knowledge (more than 500 citations, Hirsch index 16), several books, 19 patents and 17 patent requests (sensors, environment, space and security) and a member of several Scientific Committees and General Secretary of the CERES National Research Programme. As project coordinator he proved his project management capacity coordinating several projects in the frame of Horizon 2020, MANUNET and FP7 programs and also national contracts. Dr. Habil. Eng. Aurelian POPESCU (masculin)
is currently a senior scientist at INOE 2000. He has graduated the Polytechnic University of Chisinau, Faculty of Electro-physics, in 1972. He received a PhD degree in radio-physics, in 1978, from the Lomonosov State University of Moscow (Russia). In 2003, he has received the title of Dr.Habil.Sc. from the Institute of Applied Physics, Republic of Moldavia. His scientific interests are in optoelectronics, fiber optics and integrated optics devices, nonlinear optics, lasers and their applications. Dr. Gabriela PAVELESCU (feminin)
senior scientist at the National Institute for Optoelectronics INOE 2000, Bucharest, received a PhD degree in plasma physics, in 1982, from the University of Bucharest. Her activities began in the field of hollow cathode discharges in magnetic field (experimental and theoretical studies), later moving to the investigation of the optical properties of materials. Present activities refer to the fluorescence and laser induced fluorescence applied to the water sciences and soil diagnosis. She received the “Dragomir Hurmuzescu” prize awarded by the Romanian Academy of Science (for Physics) in 1995. Has a vast project management experience, gathered as program director (Nucleus Programs OPTRONICA 20032017), director and project responsible for national projects guided towards environment assessment. She has expertise, in the field of materials synthesis and characterization and in the environmental monitoring and evaluation through opto-spectral techniques. Her practice in several research stages abroad and in international cooperation enables her with a more complex vision on the research problems, at international level. Dr. Maria Zoran (feminin)
is a scientific researcher first rank and university professor, she graduated from the Faculty of Physics, University of Bucharest, Geophysics Department, and received PhD in atmospheric physics (air pollution and radioactivity) in 1977 year. Her professional expertise in environmental physics and applied satellite remote sensing is based on collaborative work with several recognized scientific universities and science centers (Tokyo Institute of Technology, Tokyo, Japan; University Louis Pasteur, Strasbourg , France; Physics Institute for National Standards (PTB) Braunschweig, Germany; University of North Texas, Institute of Applied Sciences; Remote Sensing Center of Japan Space Agency-RESTEC-Tokyo; International Center of Theoretical Physics Trieste, Italy; Institute of Physics Russian Academy, Moscow, Russia), where she was invited professor or scientist. Technical skills and competences include data processing, opto-spectral and mathematical modelling and interpretation of all geophysical and environmental information, hazard/risk/impact studies environment, seismic, nuclear power plants. With a vast project management expertise, gathered as coordinator of several research projects in the field of environmental physics and applied remote sensing she is involved in evaluation of international research projects (EC FP7 and Horizon 2020-Environment and Physics) and national research projects, as well as scientific reviewer at more than of 30 ISI journals. Dr. Elfrida CARSTEA (feminin)
a absolvit în 2005 Facultatea de Fizică, Universitatea din București, specializarea biofizică, iar în 2007 Masterul în Neurobiologie, Facultatea de Biologie, la aceeași Universitate. Recent a fost distinsă cu un doctorat în fizică, Universitatea din București. Ea a efectuat cercetări de vârf la nivel mondial privind tehnica de spectroscopie de fluorescență aplicată monitorizării on-line și in situ a calității apei râului. În ultimul an, a început să lucreze la tehnici optice, și anume spectroscopie de fluorescență și tehnologie de coerență optică, aplicate diagnosticului leziunilor cutanate.

Dr.Eng. Laurentiu-Aurelian BASCHIR (masculin)
has Bachelor degree in Physics and Computer Science, Master of Science in Lasers (ELI-NP) and PhD degree in Sensing devices from the University of Bucharest and University Politehnica of Bucharest. He conducts research in the areas of optical sensors, fiber optics and materials science with specific applications in industry, medicine, space and security. In all of these areas he puts emphasis on the development of fully functional prototypes. He is a member of the International Society for Optical Engineering (SPIE) His research includes optical fiber communications and sensors, laser range-finding and biomedical laser systems. He has expertise in optical design and computer programming (Delphi, C++, Visual Basic, etc). – specialist with a large expertise in fiber optics and laser devices, coordinating several research projects in the frame of national programs and participated in several projects in the frame of FP7 and Horizon 2020 European programs, His expertise in simulations and modelling in the field of sensor devices is proved by more than 90 publications in journals indexed in ISI Web of Knowledge (more than 180 citations). Dr.Eng. Marina TAUTAN (feminin)
graduated in 1990 from the Faculty of Mechanics, Polytechnic University of Bucharest, specialized in optics and fine mechanics. She attended a postgraduate course in industrial robots in 1994 and in 2004 a TRANSCAT (Germany) course on the use of CATIA software. Since 2007, she has been a PhD student at the Faculty of Mechanics and Mechatronics, Polytechnic University of Bucharest, working on methods and equipment for testing the profile of the roads (longitudinal and transversal) in dynamic regime. She is a member of AGIR and SPIE. She attended a postgraduate program in industrial robots in 1994 and in 2004 at TRANSCAT (Germany) and obtained her PhD degree from the University Politehnica of Bucharest. She is working in the field of design and implementation methodologies for sensing systems with tightly coupled design parameters and highly constrained resources. Dr. Simona DONTU (feminin)
a absolvit în 2004 Facultatea de Fizică a Universității din București, specializarea fizică medicală, iar în 2006 Masterul în optică, spectroscopie, plasmă și lasere, Facultatea de Fizică. A obținut titlul de doctor în 2011 în studiul dispozitivelor optoelectronice cu aplicații în telecomunicații și medicină. Activitățile sale majore de cercetare includ analiza interacțiunii laser-țesut, modelarea transmisiei radiațiilor prin țesuturi și utilizarea echipamentelor medicale bazate pe laser.

Dr. Cristina Liana Popa (feminin)
Graduated in 2011 from the University of Bucharest (Faculty of Physics), in 2013 the Master in Theoretical Physics, from the University of Bucharest (Faculty of Physics) and in 2016 the joint PhD in Material Physics from the University of Bucharest (Faculty of Physics) and the University of Le Havre (France). Her area of expertise includes the characterization of physic-chemical properties of different compounds, involved in biomedical and environmental applications. Since 2017, she specialized in the study of water quality using a variety of techniques, such as fluorescence spectroscopy, flow cytometry or enhanced dark field microscopy. She focused her attention on the evaluation of different types of water systems, with emphasis on the detection of pollutants (nano-sized entities and products, such as nano-plastics or pesticides) with direct influence on the human well-being and the environment.

este inginer fizician, absolvent al Universității din București, Facultatea de Fizică în 2004, specializarea Optică, Spectroscopie, Plasma și Lasere și Metrologie. Și-a luat doctoratul în fizică în 2011. Cercetările sale includ optimizarea surselor de alimentare cu laser în stare solidă și tratarea cu laser a suprafețelor de oțel aliate și foarte aliate.
